Living where it is perceived to be far, far away from
the inner city, they sleep soundly knowing that they will never venture
into the inner city. The writing is on the wall, the decay of the
inner city affects all of society. There is no one segment of
today's society that is immune. As the neighborhoods of the inner cities
crumble, so does the foundation on which we as Americans stand. Prosperity
once thrived bountifully, creating great architecture, whose presents is
still visible even in the most impoverish neighborhood. America
can not build a new society separate from the old. America must
rebuild the existing society, it the only one we got.

Perched high atop City Hall, with tools in hand, the pioneers
scan the western horizon. It is time for the ancestors of those
pioneers to look back from where they came and open their eyes to the
plight of Philadelphia.
